Germany – and Europe in general – are undergoing a cocaine flood: More cocaine of higher purity is arriving at our ports, more people require treatment for cocaine-related problems – and this is only one of many substances on the illegal markets. Organised crime groups are making huge profits off global drug trafficking. At the same time, large cocaine seizures regularly dominate the headlines of our news, most recently reports on 8 tons in Wilhelmshaven in June. But this does not seem to stop the flood: despite record seizures, cocaine availability in Europe remains historically high. What are we doing wrong? Where do we need to change and take on new approaches? Which areas have we neglected so far?
As the German Federal Drug and Addiction Commissioner Prof. Dr. Hendrik Streeck stressed in March at the United Nations, we need to adapt our strategy to combat drug economies effectively: “Neither a one-dimensional war on drugs nor unregulated liberalization will succeed. Repression alone cannot solve a health problem.”
