How to stop the cocaine flood? | Antimafia-Stunde 04/2026

Evidence-based social & policy responses to illicit drug markets

Germany – and Europe in general – are undergoing a cocaine flood: More cocaine of higher purity is arriving at our ports, more people require treatment for cocaine-related problems – and this is only one of many substances on the illegal markets. Organised crime groups are making huge profits off global drug trafficking. At the same time, large cocaine seizures regularly dominate the headlines of our news, most recently reports on 8 tons in Wilhelmshaven in June. But this does not seem to stop the flood: despite record seizures, cocaine availability in Europe remains historically high.

What are we doing wrong? Where do we need to change and take on new approaches? Which areas have we neglected so far? As the German Federal Drug and Addiction Commissioner Prof. Dr. Hendrik Streeck stressed in March at the United Nations, we need to adapt our strategy to combat drug economies effectively: “Neither a one-dimensional war on drugs nor unregulated liberalization will succeed. Repression alone cannot solve a health problem.”

Therefore, we are looking at evidence-based policy and social measures which can help to make progress in Germany and beyond. In this exceptional “Antimafia-Stunde”, we are happy to welcome expert speakers to explore the topic:

  • The global cocaine market: Daniel Brombacher from the Global Initiative against Transnational Organised Crime (GI-TOC)
  • Evidence-based drug policies: Dr. John Collins from the Global Initiative against Transnational Organised Crime (GI-TOC).
  • Drug-related (crime) prevention and social responses: Joella Anupol, Scientific analyst for health promotion and crime prevention at the Health and social responses sector of the European Union Drugs Agency (EUDA)

The “Antimafia-Stunde” (Antimafia Hour) is an online event series by mafianeindanke which takes place every two months. Originally created as a members-only event, the events are public since July 2026. Every event is dedicated to a topic and includes top members of the antimafia network as speakers. Past speakers were e.g. judge Alessandro Bellardita, journalist Helena Piontek and researcher Dr. Zora Hauser. After the main presentation and discussion, mafianeindanke shares some internal updates on ongoing projects and activities, and allows time for questions from members to the board.
